LETTY ADELINA/1110247381/2016 THE PLANNING OF DATA COLLECTING AND REPORTING SYSTEM DATA ADMINISTRATION AND ELECTRONIC DATA DIVISION ON SECRETARIAT STATE OF PEKANBARU, lectured by Tuti Khairani Harahap dan Rahima Erna.
The purpose of this research is to identify and analyze the planning of collecting and reporting system for developmental activities at Administration Development and Electronic Data Division on Secretariat State of Pekanbaru and the factors that become an obstacle in the planning of collecting and reporting system with an application. This research used descriptive qualitative approach with data collection through interviews, observation and literature.
Based on the results, planning of data collection and reporting system is divided into four stages, they are planning, deciding, controlling, and evaluating. This research needs to take notice on the sources, according Robert Theory, that needs human resources, budgets, material, method of data, data products, the availability of devices and facilities on the application system.
The factors that influence on these planning include; no regulation, shortage of skilled human resources, uneffective controlling system, lack of commitment, organisational changing effect and period time. The interview result showed that human resources (employee skills) inhibit of implementation collecting and reporting data system.
