Kepentingan Rusia Di Vietnam (Bantuan Rusia Terhadap Armada Kapal Selam Vietnam Tahun 2013)
This research will explain about interest of Russia to Vietnam in the delivery of Russian submarines, stationed in Cam Ranh Bay, Vietnam in 2013. The stasioned of the fleet is carried out based on the agreement between the two countries in 2009. The existence of the agreement increased strength of China in the South China Sea to vis-avis with the Claimant States (countries that joined claim acquisition of the South China Sea) make the Chinese build a large military force. On the other hand, the United States Pacific Command (USPACOM) poses another threat for countries that build strength in the South China Sea.
In the realism perspective, the actions of these countries in strenght building in the South China Sea is a step in the face of self-help system. Balance of power into the theories used to explain the phenomenon. Bandwagonning concept, where Vietnam is looking for a large country as the party that supports the strength toface China. On the other hand, Russia build alliances with Vietnam as the steps to taken a power base in respond by China and the United States power in the South China Sea.
Balance of power occurs between China and the United States in maintaining influence in the region. On the other hand, Russia who viewed Cam Ranh Bay as a bay that can be placed in a strategic position to participate in providing influence in the South China Sea, began to rebuild relations with Vietnam. Cam Ranh Bay chosen as the placement of the power base due to its strategic value. Cam Ranh Bay is ideal as a naval base, as well as access in the South China Sea.
