Selection and placement of human resource is a very important aspect in determining the success of an organization in achieving its goals. According to Bangun ( 2012) there are three things in the implementation of the selection and deployment of staff that a job analysis , human resource planning and human resource recruitment .This study aims to identify and analyze the selection and placement of Sosial Departement employess in Riau Province as well as to determine the factors that influence the selection and placement of employess at Riau Province Social Service. The method used in this study is a qualitative research method. This study used the key informant interview with the head of general division Social Departement of Riau Province, head of division administration the Regional Employment Agency of Riau Province.
Based on the survey results revealed that the formation CPNS determination Social Departement of Riau Province is not based on the analysis of human resources needs work. Formation obtained defined by the rules to meet the mandatory formation of 5% of the entire formation of Riau Province to S1 all majors. Then the written selection in this case called the Basic Competence Test (TKD) CPNS already used computerized technology using CAT programs (Computer Assisted Test). By using the technology are expected to be more transparent implementation of the civil servant. In addition to the written test, the participants also through Competency Test Field (TKB) and Interview. Factors that influence the selection and placement of employess at Riau Provincial Social Service are government regulations, the implementation time and technology.
