Police as a law enforcement duties properly and to function in accordance with existing regulations . The purpose of this thesis , is : first to determine the organization of tasks and authority Affairs Professional Responsibility and Internal Security in the jurisdiction of the Police of the Republic of Indonesia Riau , secondly to determine bottlenecks in the implementation of tasks and authority Affairs Professional Responsibility and Internal Security in the jurisdiction of Police the Republic of Indonesia Riau ; third to know the efforts made to overcome the obstacles in the implementation of tasks and authority Sector Accountability Profession and Internal Security in the jurisdiction of the Indonesian National Police Riau . In this thesis the approach is empirical juridical or legal sociological research . Location of the research conducted in the Riau Police .
The results of the study are: first , the implementation of tasks and authority of Bidang Pertanggungjawaban Profesi dan Pengamanan Internal by Act No. 22 of 2010 Concerning Organizational Structure and Work Organization at the level of the Riau Police Regional Police and violations against members of the police dealt with under the rules of discipline and code of conduct by Propam Bidang Pertanggungjawaban Profesi dan Pengamanan Internal, secondly , the implementation barriers duties and authority : because investigators structural factors in the existing regulations in the Police Department ; duration of the examination process as conducted among national police ; difficult to cope with members who violate the hours of service outside ; society that does not respond and do not take advantage of the complaints facility is available ; Propam third budget constraints , efforts to overcome the obstacles that based equalization ranks ; cooperation between the members of the police division ; organizes community service complaints ; promote good relations with the community ; apply for a supplementary budget to the Chief of Police . Suggestions author , first , the police chief did the realization or approach to all members Propam Sector Accountability Profession and Internal Security Police Riau Police , secondly , Police Chief had to take immediate steps for the implementation of accurate law enforcement can work well ; Third , Increases sense of responsibility in each member Propam Riau Police personnel .
