This study aims to: 1) describe and analyze the process of implementation of Program Desa Maju Inhil Jaya (DMIJ) in the District of Keritang Indragiri Hilir Regency; 2) describe and analyze community participation in development planning in the District of Keritang Indragiri Hilir Regency with socioeconomic conditions. This study is a qualitative study with the primary objective to describe or depict in detail and depth of community participation in the implementation of rural programs developed of Desa Maju Inhil Jaya (DMIJ) in District of Keritang Indragiri Hilir Regency.
Data collection techniques in this study using semi-structured interviews and observation. Analysis of the data in this study used interactive model analysis of Miles and Huberman which includes the step of data reduction, data presentation and verification of data or drawing conclusions. From the results of this study concluded that:
1. Activities process at the level of community participation in the implementation of the Program of Desa Maju Inhil Jaya (DMIJ) in the District of Keritang Indragiri Hilir Regency has not been implemented optimally and still low, where: a) some stages of the planning process in each village have not been implemented, including stages of preparation and discussion phase activities / prioritization of activities that will be submitted to the District level musrenbang was not based on the main priorities and needs, such as Kotabaru Seberida village, Seberang Pebenaan village, and Kayu Raja village .; b) At the level of the District Musrenbang some stages of the planning process has not been implemented, especially at the stage where people have not been involved to decide the priority activities to be submitted to the regency level.
2. Public participation in the implementation of the Program Desa Maju Inhil Jaya (DMIJ) in the District of Keritang Indragiri Hilir regency with socioeconomic relationship with the level of participation is still low. For it is necessary to improve the implementation stages of physical development and non-physical as well as participatory planning, optimize the identification of problems and needs of the community, and the need to increase understanding of the village / sub-district, the building blocks and the public on development planning is right on target.
