Today the crimes committed by children have evolved along with the progress of science and technology (Science and Technology). Therefore, many children eventually have to enter the criminal justice process to resolve crimes does. Child offender who Children entering the Criminal Justice System must be treated specially in view of the nature of children who have not been able to be held accountable so the need for special legal protection against any children in conflict with the law. Act No. 11 of 2012 on the Criminal Justice System Children are regulations that specifically regulate juvenile justice procedural law in Indonesia as a form of legal protection provided by the State in protecting the rights of children. Based on the principal of thought above it can be formulated several problems, namely how forms of protection of children's rights as a suspect given by Law No. 11 of 2012 on the Criminal Justice System of the Child and whether the fulfillment of children's rights as suspects in the jurisdiction of Police Pekanbaru.
This type of research is classified dala kind of sociological research. Penellitian type is descriptive analysis. The data used was obtained through three (3) legal materials is the primary legal materials, secondary, and tertiary. The data collection techniques were done using two methods, namely interviews and review of the literature.
From the results of research and discussion can be concluded that the First, implementation of the fulfillment of children's rights as a suspect based on Law No. 11 of 2012 on the Criminal Justice System Children in the jurisdiction of Police Pekanbaru city views still not been met in full, the Second, the constraints faced City Police Pekanbaru in implementing the fulfillment of children's rights as a suspect that is good in the treatment of children as a suspect, the availability of inadequate infrastructure, and the time of the investigation process short, Third, efforts made in overcoming obstacles to children's rights as a suspect in the jurisdiction of City police Pekanbaru is to improve the functioning of the police who protect and provide security to the child as a suspect and also to the family, proposed a budget of development funds and in cooperation with other government agencies, resolve cases of children effectively and more quickly and in coordination with the Bureau of Corrections ( BAPAS) better.
