Police is essentially a function of government and institutions engaged in the maintenance of public order and safety as a police agency or organization has the duty and authority of the memilhara security and public order, enforce the law and also write protection, guidance and service to the community by the police because it is very menpunyai major role in terms of criminal offenses committed by minors that occurred in Riau criminal acts of sexual abuse committed by children under umur.Berdasarkan data obtained by the authors of the child who committed the crime of sexual abuse in particular it is known that in 2011-2012 there 21 children who commit criminal acts of abuse.
Terms of the method used, this research can be classified in this type of a study yuridisi sosilogis, because in this study the authors directly conduct research on location. This research is done in the Riau Police, sources of data used are secondary data, primary and tertiary while the data collection techniques of observation, interviews and study kepustaka. The collected data was then analyzed using the method of deductive qualitative analysis of the problems of a general nature and then specifically drawn to the conclusion based on the theory that there are
From the research, there are three main things that can be inferred. First Riau police role in investigating criminal cases committed a minor is in accordance with the Law No. 3 of 1997 on juvenile justice. Both the obstacles encountered in the Riau provincial police investigate criminal cases minors that is, the difficulty of communication to the offender, the difficulty of finding evidence and the absence of a special child custody. The third attempt was made Riau police in overcoming obstacles encountered in carrying out investigation of criminal cases minors ie, calling a child psychologist, do fisum the victim and submit a budget for the construction of juvenile detention.
