In Law No. 22 of 2009 on Road Traffic and Transportation that has been regulated in the use of vehicles with the rules, but in fact there are still many who violate the rules, especially for minors who drive a vehicle without having a driver's license and this with the support of the parents. But so far, any form of violation is not seen by the traffic police even the lack of sanctions imposed by police officers based on the prevailing regulations. The purpose of writing this thesis, namely: First, the Implementation of Article 281 of Law Number 22 Year 2009 on Traffic and Road Transportation on Under-aged Riders in Kecamatan Bangkinang Kabupaten Kampar, Second, obstacles in the Implementation of Article 281 of Law Number 22 2009 on Traffic and Road Transportation of Under-aged Riders in Kecamatan Bangkinang Kabupaten Kampar, Third, the efforts undertaken in overcoming obstacles in the Implementation of Article 281 of Law Number 22 of 2009 on Traffic and Road Transportation on Riders in Under Age in Kecamatan Bangkinang Kota Kampar District.
This type of research can be classified in the type of sociological juridical research, because in this study the authors directly conduct research on the place studied in order to provide a complete and clear picture of the problem to be researched, while the population and the sample is the whole party related to the problems studied in This study, the data sources used, primary data, secondary data and tertiary data, data collection techniques in this study with interviews, observations, questionnaires and library data
From the research results can be concluded. First, the Implementation of Article 281 of Law Number 22 Year 2009 concerning Traffic and Road Transportation on Underdeveloped Children Drivers with the maximum. Second, Obstacles in the Implementation of Article 281 of Law Number 22 Year 2009 on Road Traffic and Transportation on Under-aged Riders is still a lack of legal knowledge and public awareness in obeying the rules, so as to easily provide vehicles to their underage children without has a driver's license. Third, the efforts undertaken to overcome obstacles in the Implementation of Article 281 of Law Number 22 Year 2009 on Traffic and Road Transportation to Underage Motorists by providing socialization, violations expressly for underage motorists and parents to better supervise the child in its environment.
