Villages that have such conditions are said to have their own household, which has an area where only the village community can manage and manage its affairs. This research uses qualitative approach. Qualitative approach is an approach that is used to obtain the information needed in order to deepen the problems to be discussed in this study. A qualitative approach emphasizing the human element as a research instrument will make it easier to adapt to the reality that occurs in the field. The type of research used is descriptive that is collecting, compiling and interpreting existing data then analyze the data, examine it, describe and examine more clearly from various factors related to condition, situation and phenomenon studied. Collection techniques with interviews and documentation.
The result of the research shows that the village government of Waterfall, especially BPD Air Terjun does not run maximally in carrying out its duties and functions, especially in the process of formulating village regulations on the Village Expenditure Budget (APBD) in 2016, which is one important element in the administration of village government creating a village government that is developed, effective, directed in accordance with the goals of the welfare of the community. Barriers and obstacles BPD in the process of formulation, discussion, and the drafting of village regulations on APBD still low level of ability and expertise and understanding board BPD village Waterfall
