Implementasi Peraturan Daerah Nomor 10 Tahun 2000 tentang Usaha Rumah Makan (Studi Kasus Perizinan Rumah Makan Di Kecamatan Bukit Raya Pekanbaru)
One of the problems that occurred in Bukit Raya District is the ineffectiveness of the implementation of Local Regulation Number 10 Year 2000 regarding Restaurant Business seen from the abundance of restaurant location which is chaotic and irregular disturbing the orderliness, beauty and cleanliness of environment of Bukit Raya Pekanbaru Subdistrict. Lack of attention from the Government of Bukit Raya District in the management and utilization of restaurant potentials that resulted in reluctant restaurant entrepreneurs in taking care of restaurant licensing. Lack of policy and cooperation of the community of restaurant business actors to the management of restaurant licensing. The authorities in handling this problem is Bukit Raya District and the BPT-PM.
Based on these findings, this study aims to determine and analyze and know the inhibiting factors of the implementation of Regional Regulation No. 10 of 2000 on Restaurant Business (Case Study of Licensing Restaurant in Bukit Raya Sub-district). This study uses 4 indicators that George C. Edwar discusses namely, Communication, Resources, Disposition, Organizational Structure. The research method used in this research is qualitative research with the technique is purposive sampling to key informant in this research is Camat Bukit Raya, Officer, BPT-PM (Integrated Service Agencies and Investment), restaurant businessman, and Representatives of the buyer community. Technique of data analyst with qualitative approach that is after analysis of data obtained hence data are grouped serve as input material and is described.
Based on the research that has been done based on the concept of theory, the implementation of Regional Regulation No. 10 of 2000 on Restaurant Business (Case Study of Restaurant Licensing in Bukit Raya Sub-district) has been implemented by BPT-PM and Kecamatan Bukit Raya. However Perdanya implmentation has not been maximized by several inhibiting factors namely, Awareness, Service and Equity.
