Certificate of land said to be evidence of a legitimate legal ownership. But in fact it was still often the case of overlapping land certificates among the community. All started from the need of increasing the land so that people trying to gain ground in various ways even with other people's land grab. In addition causes the occurrence of overlapping land certificate arising from the national land Agency parties city of Pekanbaru that did land registry system that was sporadic and manual, the lack of transparency towards land ownership also be the cause.
The purpose of research was to find how the strategy of national land agency the city of pekanbaru to minimize the problem of overlapping land certificates in pekanbaru and to know the factors of affecting strategy national land agency the city of pekanbaru to minimize the problem of overlapping land certificates in pekanbaru. The study was done by using the qualitative descriptive method, the technique of data collection were interview, observation, literature and documentation.
The results of the research indicates that technology strategy undertaken by the national land agency the city of pekanbaru has not run optimally due to limited use of available online applications. The innovation strategy is quite optimal with the program implementation of people's service certification land and keep in touch with other organizations. And the operational strategy undertaken through the program of complete systematic land registry and national agrarian program has been running quite optimally. The factors influenced the implementation of strategy is insufficient human resources, especially in the field officers who conduct the measurement of the land so that resulted in not maximal results. The national land agency only held meetings to keep coordinated among employees. The absence of socialization schedule from the national land agency directly to the community on the importance of registering land to have land certificates. And public participation was still inadequate because delivery of program from the national land agency yet optimal.
