Analisis Kelembagaan Dan Kinerja Lembaga Penyuluhan Pertanian Di Kabupaten Kampar

This study aimed to describe institutional change of counseling and analyze the performance of
institutions in Kampar regency. The study was conducted at Department of Agriculture Food
Crops and Horticulture in Kampar District. The number of samples in this study were 106 people
including 3 persons from Department of Agriculture Food Crops and Horticulture which taken
by using purposive sampling and this technique was also used to determine the three selected
sample districts that represent the district population. The sample of 94 farmers was taken by
using slovin formula and 9 extension workers using purposive sampling. The description of the
extension agency was taken by using descriptive analysis and the extension agency analysis was
taken by Summated Likert Scale Rating (SLR). The results showed that based on local regulation
(PERDA) Kampar Regency No. 6 of 2016, the composition of the institutional device of
agricultural extension (BP2KP) was officially dissolved, then for Satminkal counseling merged
one area of counseling in Department of Agriculture Food Crops and Horticulture Kampar
Regency based on PERBUP Kampar No. 57 of 2016. General perceptions among farmers and
extension workers on institutional performance arecan be rated by five indicators: responsivity,
responsibilty, service quality, productivity, and accountability show that institutional
performance results are in the high category. This shows a similar perception between farmers
and extension workers on the performance of agricultural extension agencies in Kampar regency.
