This study bases theoretical assumptions by referring to Huntington's idea that the high degree of political institutionalization is determined by the ability of political organizations (in this context the Bandur Picak Village Government) to adapt to changes in the environment and organizational capability, degree of autonomy, organizational complexity and integration. Furthermore, this study was conducted with qualitative approach, supporting data both qualitative and quantitative data were analyzed by descriptive analysis technique.
This study shows, first; The role of the actors in the preparation of the RPJMDes Bandur Picak Village Change 2015-2017, the implementation of development (RKP Desa Bandur Picak) and the evaluation of Bandur Picak Village development is the actualization process of experience and skills acquired. Second; The institutional role of Bandur Picak Village Government in the preparation of RPJMDes Bandur Picak Village Change 2015-2017, development implementation and development evaluation there are some things found, namely: a) the formulation of RPJMDes Change Bandur Picak 2015-2017 has been through an independent process and participative, involving (B) the process has not been completed because the vision and mission orientation of the RPJMDes Bandur Picak document is not related to the vision and mission of the development planning document in the district, which is the document of the Medium Term Development Plan of the Area ( RPJMD) Kampar District, c) the incomplete preparation of the RPJMDes because the villagers do not know and have not been able to access information about development planning at the district level, in addition the community is not accompanied by the district government in preparing the RPJMDes
