The Movement of Maghrib People's Study in Kampar District in the last 3 years has not been effective yet. The availability of faculty and community participation in the Maghrib Community Movement is one of the causes of the ineffectiveness of the implementation of Local Regulation No. 02 of 2013 on the Movement of Maghrib Mengaji Society. Objectives of Local Regulation No. 2 of 2013 concerning the Movement of Maghrib People's Studies to enable Muslims to study and read the Qur'an in the time of maghrib and make a religious society and get used to reading the Qur'an and have strong religious character in Kampar regency.
This study aims to analyze the implementation of the policy of the Movement of Magrib Mengaji Society in Kecamatan Bangkinang and Analyzing the factors that influence the Implementation of the Movement Policy of the Magrib Mengaji Society in Kecamatan Bangkinang. This research uses Policy Implementation Theory by Meriee S. Grindle (in Subarsono) The type of research used is descriptive research with qualitative approach. Methods of data collection is done by interview, observation and documentation.
The results of this study indicate that the implementation of the policy of community movements is still there are some problems diantranya Low supervision, Low Public Participation. Absence of clarity Sanctions for infringing parties, uneven distribution of budgets. Implementation of Local Regulation Movement of Magrib Society of Koran is influenced by several factors, namely the content of the policy where the interest of the target group, the type of benefit, the degree of desired change and the location of decision making and the community involved. The Implementation Environment consists of the Powers, interests, and Strategies of the actors involved, as well as the characteristics of the Institute and the Authorities.
