Pemberdayaan Sumber Daya Manusia Dalam Pengarusutamaan Gender (PUG) Di Dinaspemberdayaan Perempuan Dan Perlindungan Anak Kabupaten Bengkalis
This study aims to analyze the implementation of immunization and factors affecting human resource empowerment in gender mainstreaming (PUG) in the Department of Women Empowerment and Child Protection of Bengkalis Regency. Data collection techniques in this study using questionnaires, interviews and observation. Data analysis in this research use interactive model analysis from Miles and Huberman which include: Data reduction stage, data presentation, and data verification to draw conclusion.
The result of the research can be concluded that all the activities planned in the Strategic Plan (Renstra) of the Office of Women Empowerment and Child Protection of Bengkalis Regency have been carried out.. Inaddition, some women empowerment programs have been successfully implemented, only not succeeded in realizing gender equality in Bengkalis Regency.
While the inhibiting factor of the implementation of human resource empowerment program in mainstreaming gender is the minimum budget allocated.This is further strengthened by the lack of support that causes women's empowerment budgets are often invincible with other activities. This shows that the government of Bengkalis Regency has not been gender responsive. In addition, the still low quality of Human Resources, this is marked by the existence of some activities that are not in accordance with strategic plans, and budget absorption.
Then obstacles from the limited information in order to evaluate gender mainstreaming and performance achievement of women empowerment program in realizing gender equality in Bengkalis Regency. In addition, the obstacles stemming from the apparatus of the implementing officers are seen from the rare presence of PUG members in every coordination meeting. The last obstacle is the lack of socialization.
