Vilages are a tool to achieve national development goals.villages are the foremost government agents that can be reachead by real target groups to be prospered.in order to support the implementation of UU NO 9 tahun 2015 about the government and uu about local government and uu no 25 tahun 2004 about national development planning system.then the development that is implemented by using empowerment paradigm is very necessary to realize the community participation both in planning,implementation,and control of village development.the purpose of research is to know the community participation and implementation of development and to know the inhibiting factors of community participation in the implementation of development in the village. According to research Eko Sutoro, there is a participation factor namely information, initiative, decision making and control oversight it is an important factor in supporting village community participation Sungai Kelelawar. Result of research,i can be concluded that community participation in development in village sungai kelelawar kec.hulu kuantan kab.kuansing in less active category.in other words there are still many problems in the sungai kelelawar development in the villege.the inhibiting factor in community participation in development is difficultto mobilize human resources,communication,and participation.these factor have an influence on community participation in village sungai kelelawar development.
