Pengawasan Izin Lingkungan Di Kota Pekanbaru Studi Kasus Pengawasan Izin Lingkungan Hotel/Wisma Dan Penginapan Tahun 2016-2017

Environmental management efforts and environmental monitoring efforts shall be the management and monitoring of businesses and / or activities with significant environmental impacts required for the decision-making process on the conduct of business andlor activities. The supervision of environmental permit on the activities of the hotel / guesthouse and lodging business is part of the environmental management, so seriousness is required from the government in controlling the business license that has not yet included the environmental permit and the fulfillment of its business amdal.
The supervision of the hotel / guesthouse and lodging business permit in this context is attached to the government agencies in charge of environmental conservation, and therefore the government's supervisory theory is laid down as a grip of theory to aid the analysis of research. Methodologically, this research uses qualitative approach with descriptive interpretative data analysis.
The study found that the issuance of environmental permits for hotel / guesthouse and lodging business activities can still be issued because there is a regulatory loophole containing the recommendations for issuing environmental permit as a condition that can be proposed. Regulation gap is then the root of the issue of non-compliance with the permit object completes the environmental permit documents. The not yet optimal supervision of hotel / guesthouse and lodging business permit in Pekanbaru City is caused by the supervision aspect of environmental permit is not a priority by the relevant institution in this case DLHK. In addition, the limited PPLHD caused the difficulty of DLHK to monitor the environmental impact caused by the operation of the hotel / guesthouse and lodging business.
Issuance of environmental clearance for hotel / guesthouse and lodging business activities can still be issued because there is a regulation gap containing article recommendation of issuance of environmental permit as a condition which can be proposed. Regulation gap is then the root of the issue of non-compliance with the permit object completes the environmental permit documents. The not yet optimal supervision of hotel / guesthouse and lodging business permit in Pekanbaru City is caused by the supervision aspect of environmental permit not become priority by the related institution in this case DLHK.
