The purpose of this research was to know the effectiveness of the implementation of Regional Regulation CSR of Pelindo Branch Dumai case study of Political District Administrate Dumai Kota, Laksamana and Buluh Kasap. Secondly, to find out what CSR activities and programs Branch of Dumai, and the finally, what community impression and expectation concerning activities in Pelindo areas. The type of research is descriptive qualitative research.
The finding of the research found that the implementation of the CSR The regulation is not effective, the weakness lies in the ineffective communication, the less serious implementation attitude, and lack of responsibility, the bureaucratic structure is not solid and not integrated between each other and the available resources are less empowered.
Neabwhile, while the surrounding community is continuosly receaving negatice impacts from the implementation of industrial activities and supply of various goods area Dumai port. The impression felt by the public is a negative impact in the long term due to business activities around them that tends not to damage the environment and community always hopes Polindo to apply CSR.
The conclusion is the implementation of the local government is not effective, suggests that local governments are more serious in implementing the Local Government Regulation, to the Political District Administrate Dumai Kota, Laksamana and Buluh Kasap are programmed and sustainable.
