The general problem is that there is a slight impediment in disbursing funds. 1) In the function of the sub-district head, good guidance in the implementation of regional equipment is running quite successfully. Where absorptive power in each village of Khairiah Mandah Subdistrict is highly trafficked, all above 90%. 2) In addition, it is not separated also in the guidance and supervision of the Camat accompanied by leaders from the district in the training of the Village Head and management of village privileges. 3) In other cases the characteristics of both villages both customary law and traditional leaders are different. The formulation of the problem in this study is How the Impact of the Development of the Head of Khairiah Mandah Sub-District Head of Village in Village Fund Allocation Management (ADD) in Belaras and Bolak Raya Villages in 2015. The purpose of this study is to find out the impact of Khairiah Mandah sub-district training on village heads in managing Village Fund Allocation in the villages of Belaras and Bolak Raya in 2015. This study uses a qualitative approach and a type of descriptive research, which can be interpreted as a problem-solving process that is investigated by describing the state of the research subject based on the facts that appear during the study which are then continued based on existing theories. The results showed that the Mandah sub-district of Indragiri Hilir Regency in 2015 had provided guidance on the management of Village Fund Allocation (ADD) properly and correctly because it had gone through four stages, namely socialization, facilitation, verification and coordination of the village heads of Belaras and Bolak Raya). The inhibiting factors for ADD management by Camat Mandah, include Factors of Human Resources, Factors of socializing the distribution of ADD funds that are still not optimal.
