Mitigasi Critical Success Kinerja Kontraktor Terhadap Kebijakan Long Segment Preservasi Jalan Nasional (Studi Kasus : Preservasi Jalan Nasional Di Provinsi Riau)

Long segment preservation, combines routine maintenance works, widening, rehabilitation, and reconstruction of one continuous road segment into one single contract which is purposed to obtain steady road condition throughout the segment.
This research is conducted to analyze the critical success of contractor’s performance in implementing this long segment preservation program. Contractors performance consists of these factors: human resources of the contractors, human resources of the supervison consultants, materials, equipment, methods, quality control, and environment. The number of samples in this research are 100 respondents, consisted of 10 respondents from the roads managers, 40 respondents from the supervision consultants and 50 respondents from contractors in Riau Province. The indicators in this research were obtained through literatures review.
This research uses the Structural Equation Modeling (SEM) method using AMOS. The results of this research are the influence of the contactors performance on the long segment with factors related, will be used as the basis for evaluation the readiness of the contractors. The full model structural shows a causal relationship between the variables of contractors performance with variables of quality performance of the long segment road preservation in Riau Province that is 60.1%. Causal relationship between contractors performance variables for each variable, such as human resources of the contractors, human resources of the supervision consultant, materials, equipment, methods, quality control, and environment will each significantly contributes 69.4%, 76.7%, 82.8%, 81.6%, 73.60%, 81.6%, 60.30% to the contractors performance.
