ABSTRACT
Land tenure rights are the rights protected by law and generally authorizes the rights holders to physically master the land it is subject to. Certificate of land or SKT is a certificate made by the head of village/Lurah based on the news of land inspection and public figures statements, and then strengthened by Camat which contains information about proving land rights that have not been registered, in respect of the land will be transferred or will be applied for the rights.
The problem discussed in this research is, why landowners who have the certificate of land owner's history in Titi Akar Village, North Rupat District, Bengkalis, could not control the land. How the owner of landowners who have the certificate of land owner's history in the village of Titi Akar Sub District, north of Bengkalis District can control its land.
This type of research can be classified sociological, because in this research the author directly conducts research on the site studied to provide a complete picture of the problems studied. This research is done in Titi Akar village of North Rupat district of Bengkalis.
The results of the study can be concluded two things. First, why land owners who have a certificate of land owner history or SKT can not control the soil is a factor in the lack of knowledge of the land law, then not processed and safeguarded rights (right of mastery) and ruled by other parties. Secondly, the efforts of the owners of land owner history or SKT in Titi Akar Village can control its land is by the SKT owner's efforts through the head of Titi Akar Village and the effort through the court or litigation line.
