This research is motivated by the implementation of Minister of Home Affairs Regulation (Permendagri) Number 61 of 2007 concerning Technical Guidelines for Financial Management of Regional Public Service Agencies in the Handsome Mental Hospital. The purpose of this study was to determine the implementation of management of changes in financial management in the Handsome Mental Hospital and analyze the factors that influence the implementation of management of changes in financial management Handsome Mental Hospital
This study uses a qualitative descriptive research method approach. Primary data is obtained directly through interviews from key informants, namely Director / Deputy Director, Treasurer Head of Division, Head of Section Head Sub Division and Staff at Handsome Mental Hospital. Secondary data obtained from research documents.
The results showed that the implementation of management changes in financial management in the Handsome City Hospital was carried out by considering aspects of management changes such as: Individual, Technology, Structure, Process, Culture and Management, but due to the status of the Mental Hospital Handsome is a technical agency of the government health service where every applicable provision must refer to existing regulations, the management Handsome Mental Hospital does not have full authority to carry out certain qualifications of labor division activities, the formation of departments -Special departments for the implementation of service tasks or Financial Management Patterns of Regional Public Service Agencies (PPK-BLUD) as well as the placement of needs of the State Civil Apparatus (ASN).
In order for the implementation of the Regional Public Service Agency (BLUD) to run well, the Handsome Mental Hospital should be given the authority to determine its own various service needs to be carried out, so that the objectives of the Regional Public Service Agency (PPK-BLUD) ) can be held well
