Model Kelembagaan Terpadu Pencegahan Kebakaran Hutan Dan Lahan Di Kabupaten Kepulauan Meranti Provinsi Riau

Riau Province is one of the areas that has the potential to cause repeated forest and land fires every year. Many studies have been carried out on the prevention of forest and land fires, but not much progress has been made to address the problem of fires, especially fires in forest and peatlands. Institutional aspects become one of the attributes that must be considered in disaster resilience starting from pre-disaster to post-disaster. The forest and land fire prevention institutions have been available at the National, Provincial, District/City, and Sub-District levels, but have not functioned properly. The implementation is also not efficient and affective so that forest and land fires still occur.
This research was conducted in 8 villages in 5 sub-districts within the Meranti Island District, Riau Province, namely Bagan Melibur Village and Mekar Sari Village in Merbau Sub-district, Mengkirau Village and Mengkopot Village in Tasik Putri Puyu Sub-district, Pangkalan Balai Village and Renak Dungun Village in Pulau Merbau Sub-district, Kundur Village in Tebing Tinggi Barat Sub-district, dan Alahair Village in Tebing Tinggi Sub-district. The purpose of this study is : 1) The cause of forest and land fires in the Meranti Island District, 2) The impact of forest and land fires on ecology, social and economic, 3) Local wisdom owned by the community that is able to protect the forest and land, 4) Find a model of forest and land fire prevention based on integrated and effective institutions.
The method used in this study is a survey method with two approaches (mix methods) namely quantitative approach and qualitative approach. Quantitative approaches are used to answer the first and second goals by describing the causes and effects of forest and land fires in the Meranti Island District, Riau Province. Qualitative approaches are used to answer the third goal by digging deeper information about local wisdom in the Meranti Island District, Riau Province, which can strengthen the results of quantitative research. The fourth goal uses a quantitative approach with SWOT analysis to get a strategy si that it can determine the model of prevention of forest and land fires in the Meranti Island District, Riau Province.
The results of the study show that the variables that cause forest and land fires in the Meranti Island District, Riau Province, are as follows : factors of socio-cultural conditions are the most dominant causes with an average percentage of 69.06%, weather and climate/ecological factors are the second causes with an average percentage of 63.68%, while economic factors with an average percentage of only 37.91%. The variable impacts of forest and land fires in the Meranti Islan District, Riau Province, are as follows : the socio-cultural factors that were most affected by an average percentage of 62.68%, ecological factors and environmental damage have an impact with an average percentage of 58.12%, and economic factors affected with an average percentage of 53.79%. From the results of in-depth interviews obtained by local wisdom in the Meranti Island District, Riau Province, to prevent forest and land fires by cultivating sago and preserve traditions that are related to the environment such as bele kampung. The strategy of forest and land fire prevention based on an affective and efficient integrated institution from SWOT analysis is to use alternative Strength-Opportunity strategies. The position of cell one with the power possessed to take advantage of opportunities that exist, among others 1) lifting local wisdom as an effort to prevent forest and land fires, 2) creating work partners between the company and the community, 3) optimize the utilization of the results of research and studies, 4) optimize the role of Badan Restorasi Gambut (BRG), 5) improve regional government coordination with related stakeholders, 6) utilization of international support in the prevention of forest and land fires. Alternative Strength-Opportunity strategies produce an integrated institutional model for preventing forest and land fires between the synergy of the government, universities, and Masyarakat Peduli Api (MPA) institution.
