The role of free riders remains a major problem in the motor vehicle tax services. Despite many restrictions and appeals about the use of the services of free riders, but its growth has not been eliminated in any licensing process as well as service to the community. This study aims to determine what might be causing preference tinggiya still use the services of brokers in the management of PKB and analyze the efforts made to remove brokering services (and its links) that are still growing in RokanHilir.
This research uses descriptive quantitative approach with the unit of analysis is the individual. Tekni using quota sampling, this study establishes the total sample of 50 people. Data collected by technical documentation, observation, wawanacara, and questionnaires. Data were analyzed by quantitative and qualitative descriptive method through a case study model.
The results showed that as many as 28% of respondents use the services of free riders in the management of PKB by reason of busy work; 22% for service free riders are not complicated and does not beat around the bush; 20% due to faster completion of service; 12% because respondents feel apathetic with quality service SAMSAT employees; 10% for reasons of kinship and / or friendship; and 8% for some reason not able to complete the requirements outlined in the SOP and maintenance procedures PKB. The results of this study also showed that in fact there are many internal and external factors SAMSAT RokanHilir makes brokering is still rampant in the administration of motor vehicle tax. Therefore, it is necessary to intensify measures to improve the quality of services performed by the SAMSAT RokanHilir.
