Pekanbaru City currently can not be separated from social problems as there are still many people who choose to live as beggars. To overcome these problems, Pekanbaru City Social Service has implemented 4 (four) patterns of beggar's empowerment through Mental Guidance, Order Guidance, Religious Guidance and Entrepreneurship and Skills Guidance, but the application of empowerment pattern is not able to minimize the existence of beggars in Pekanbaru City until today .This research was conducted in Pekanbaru City with focus of the study is to analyze the pattern of beggar empowerment implemented by Pekanbaru City Social Service, and the factors that influence the success of the implementation of the empowerment pattern along with the solution that must be done in order to maximize the empowerment efforts for the beggars.The subject of this research is the employees of Pekanbaru City Social Service, and the beggars who have followed the guidance activities.The design of this study using qualitative descriptive approach. Withdrawal technique of informant in this research use purposive sampling technique.From the results of the research note that the pattern of entrepreneurship and Skills Guidance has not been successful because it is not in accordance with the expected goal of providing skills and entrepreneurial skills to the beggars so that the beggars will have business activities and skilled in managing the type of business they are interested in. As for the factors which affect the implementation of the pattern of beggar's empowerment caused by lack of funds, unavailability of Social Rehabilitation Institution, cultural and structural influences in Pekanbaru City and limited human resources competent in the field of Social Welfare at Pekanbaru City Social Service. The solution can be done is to conduct preventive, repressive, rehabilitative and socialization and enforcement of strict sanctions
