Analisis Faktor Keterlambatan Dan Optimasi Kinerja Proyek Pengadaan Transmisi 500 kV Sumatera
The Sumatra 500 kV Transmission Project is the main project supporting the transmission line below and first on the island of Sumatra. The Project Performance of Sumatera 500 kV Transmission is located Riau with a path length of ±160 kms and a total of 379 tower foundation points but in its implementation the project experienced a time delay. The absence of similar research especially in the development of transmission projects makes this research has its own specificity. In addition this research aims to analyze the factors that cause delays and plan performance optimization on the implementation of the project.
The research approach used is a quantitative approach using a research instrument in the form of a questionnaire. The first step in this research is to evaluate the progress of the plan and the actual plan. Then from the reference of related journals, an initial questionnaire of 30 items was made to be then tested for construct validity with expert opinion. The results of construct validity, the questionnaire became 17 items which were then tested on 20 respondents for the stage of content validity and reliability testing. The final result becomes 15 questionnaire lists after being tested for reliability.
The data analysis method used in assessing the factors causing delay is the Relative Importance Index (RII) method. Then in analyzing the optimum duration before mitigation is done by stochastic analysis with the help of Microsoft Project Software 2010 and @RISK 5.5. Risk mitigation and performance optimization are carried out on a series of jobs that are on a critical trajectory using the lean sigma method.
The results showed the rank 3 biggest factors causing delays in the 500 kV Package 2 Sumatra Transmission Procurement project with the Relative Importance Index (RII) method are: 1) Government-related licensing (ORII 0.89%, 2) Inaccurate survey data (ORII 0.88 %), and 3) Scarcity of raw materials (ORII 0.87%). Based on stochastic analysis in estimating the duration of construction delays in zone 1, it is found that the probability of success with a 95% confidence level is 937 days. Performance optimization performed by the lean sigma method after analyzing 8 jobs that are on the critical path obtained the optimal duration at a 95% confidence level, with a duration of 650 days. The optimization obtained was 69% of the actual duration and 97%w more efficient than the duration of the plan (650 days from 667 working days).
