Implementasi Standar Penilaian Dalam Peningkatan Mutu Sekolah SMA Negeri Di Kecamatan Tambang Kabupaten Kampar
This study aims to: (1) find out the implementation of assessment standards according to the Ministry of Education and Culture 23/2016 reviewed in the implementation of competency assessments of spiritual attitudes and social attitudes, knowledge and skills carried out by educators; (2) find out the inhibiting and supporting factors that educators face in implementing assessment standards in improving school quality. This type of research is a qualitative descriptive. Data collection techniques using document review which is important evidence in the implementation of policies, observations, and interviews. The informants / subjects in this study are elements in the school that can be used as data sources, in this case SMAN 1 Tambang and SMAN 2 Tambang. The type of data obtained in the form of qualitative descriptive data.
The results of the research show that the implementation of the Permendikbud 23/2016 policy includes: (1) assessment mechanism by educators which includes the design of an appraisal planning strategy, aspects of competency being assessed, aspects of KKM, and forms of assessment results; This standard has been implemented very well where every aspect has been implemented by educators. (2) assessment procedures by educators which include: preparation of assessments by educators, implementation of assessments by educators, processing, analyzing, and interpreting the results of assessments by educators, and reports on the results of assessments by educators and the use of assessment results have been very well implemented. However, there are some things that have not been done well, especially attitude assessment which is still a form of recording student attitudes, while supporting assessments such as peer-to-peer and self-assessment have not been carried out due to constraints on the number of instruments and limited time in their implementation. While the assessment of skills competence is still not all educators do with diverse techniques; (3) assessment instruments by educators are already good in conducting attitude assessment, knowledge assessment, and skills assessment. Instruments used by using existing instruments or taking existing samples; (4) Constraints and supporting factors of teachers in conducting assessments. Teacher constraints in carrying out assessment of learning outcomes refer to how to assess technically and administratively. For example, it takes a lot of time used to assess learning outcomes of students, as well as making rubrics and scoring.
The conclusion that can be drawn is that the implementation of assessment standards by educators carried out at SMAN 1 Tambang and SMAN 2 Tambang are still optimal. In addition, it is necessary to conduct socialization on administrative assessment of the assessment standards by schools so that they can be optimally conducted in accordance with the Ministry of Education and Culture 23/2016 in order to improve school quality.
