This research was underlied by many number of people with disability in Pekanbaru City who have ability and expertise in various fields, however many of them did not obtain feasible life yet and still could not give contribution to the nation and the country. The state company, local, and private in Pekanbaru should be capable of giving the chance for people with disability to work.
The purpose of this research was to find out the implementation of Riau Province Local Regulation Number 18 Year of 2013 About Protection and Empowerment of People with Disability in the right fulfillment to obtain feasible job without discrimination in Pekanbaru City. This research used qualitative approach with type of explorative research. The primary data were gained directly through interview with the informants namely Division Head of Social Rehabilitation and Section Head of Rehabilitation and Empowerment of People with Disability, Deparment of Social and Funeral Pekanbaru City, Section Head of Labor Work Placement, Labor Offices of Pekanbaru City and the community of people with disability.
The research results show that the implementation is still not maximal yet. In which it is still just in the form of training. There is not work placement to obtain the job and there is no facility or accessibility of people with disability. The obstacles faced are that the company is still not interested in recruiting people with disability, the feeling of inferior to compete with normal people, and the qualification required to work is only for some types of people with relatively light disability. The effort that can be done by the government is reprimanding the company to recruit people with disability, actively doing regulation socialization prevailing and change the discrimination stigma on the people with disability.
