Optimasi Biaya Pemeliharaan Jaringan Irigasi Uwai Pangoan Berdasarkan Kinerja Prasarana Fisik
This study aims to get the performance value of the irrigation network system in the Uwai Pangoan irrigation area and get budget optimization in the Uwai Pangoan irrigation area.
Maintenance of irrigation networks can be realized properly if financing needs can be met optimally. The amount of the cost of maintaining irrigation networks in the past refers to the format and assessment of each manager. Starting from calculations, formulations and procedures for determining the cost of maintaining different irrigation networks. The integration between maintenance and management of irrigation assets is important, so that optimal results are obtained. The definition of optimal can also be interpreted as the implementation of maintenance costs available in a limited budget for real needs in the field.
The operation and maintenance of irrigation areas in Riau Province regarding budgeting and implementation is planned every year. The amount of the budget as stated in the Riau Province Budget Implementation Document (DPA) until the 2017 fiscal year does not match the real needs (real). The Uwai Pangoan irrigation area has an area of 1,029 hectares and is under the authority of the Riau Province government. The existing budget limitations have an impact on the performance of the Uwai Pangoan irrigation system.
The results of the study revealed that the assessment of the damage to the physical conditions in the Uwai Pangoan irrigation network was greatest on the carrier channel RU 4, RU 5, RU 6, RU 7 left, RP 3 carrier channel, RP 4 right, RP 4 left, RP 7 left, which is equal to 40% of all channels and buildings. The assessment of the functional conditions in the Uwai Pangoan irrigation network is the smallest on the left BP 2, which is 70% so that this channel is only able to serve 56.4 Ha of the 188 Ha that must be served, and BP 3 left which is 70% so that this channel is only able to serving 35.4 Ha of 118 Ha that must be served.
The highest priority value is found on the 3 right carrier channel (RP 3 Ka) which is 0.447 based on the physical value, functional value, service area and the area affected by damage. With a budget limit of Rp. 200,000,000 then there are various strategies for maintenance activities that can be carried out in the Uwai Pangoan irrigation area using the Linear Programming model
