The implementation of the TPS3R Program is a waste processing activity involving
various implementing components and related agencies at levels starting from the village
/ sub-district, district / city, provincial to the central level. However, currently many 3R
TPS in Pekanbaru City are not functioning.
This study aims to determine the policy analysis of the Temporary Storage Area
(TPS) Waste Management Program for the Environmental Health of the Ministry of Public
Works and Public Housing in Pekanbaru City. This study uses a descriptive qualitative
approach to the type of phenomenological research. This study describes the data obtained
from the results of research on the evaluation of the TPS management policy in Pekanbaru
City. The data were collected by careful observation, including descriptions in a detailed
context accompanied by notes from in-depth interviews, and analysis of documents and
notes. Qualitative data analysis techniques with data collection, data reduction,
presentation and conclusion / verification in interactive model analysis is an interactive
cycle.
Based on the results of the research evaluation of the effectiveness, efficiency,
responsiveness, adequacy, equality and accuracy in order to increase the satisfaction of
the people of Pekanbaru City was carried out for accuracy directed at accuracy of policy
objectives and community needs. The management and utilization of garbage dumps (TPS)
should be able to meet what the community needs. Therefore, the environmental and
cleanliness office of Pekanbaru city needs encouragement and sustainability in the
management of TPS. As well as the need for socialization regarding the 3R TPS so that the
people of Pekanbaru city can participate in running the program, Factors The causes for
the management and utilization of temporary disposal sites for garbage TPS in Pekanbaru
that many of which do not function are communication, resource support, attitudes and
dispositions of officials, bureaucratic structures and community support.
