This research is motivated by the implementation of the 2013 Curriculum which requires teachers to prepare learning activity designs before starting the learning process. Learning plans can be done by developing learning tools that are in accordance with the 2013 curriculum references in order to achieve the objectives of learning mathematics. One of the objectives of learning mathematics is that students have the ability to solve mathematical problems. The problem solving process provides opportunities for students to play an active role in studying, searching and finding their own data to be processed into concepts, principles, theories or conclusions. One of the mathematics material that is difficult for students to understand is the SPLDV material. To develop learning tools, teachers must use an appropriate learning model to facilitate students' mathematical problem solving abilities. One of the models suggested in the 2013 curriculum is the problem based learning model. The problem based learning model is learning that directs students to link the ideas and concepts they have in solving a given problem, so that new ideas are obtained to solve the problem.
This study aims to produce learning tools through the application of a valid and practical problem-based learning model on SPLDV material for class VIII SMP / MTs students. The learning tools developed were syllabus, lesson plans, and student worksheet. The results of this development research can provide benefits for teachers and students in the learning process.
This study uses a 4-D development model which consists of 4 stages, namely the definition stage, the planning stage, the development stage and the deployment stage. At the defining stage, the researcher conducted a preliminary analysis by interviewing SMP / MTs mathematics teachers and conducting document studies of the learning tools used, student analysis, task analysis, material analysis, formulation of learning objectives. The planning stage, the researcher designed the initial design of the syllabus, lesson plans, student worksheet and mathematical problem solving ability test questions. The learning tools developed were then validated by three validators. The instrument used to obtain validity data was a validation sheet and the instrument used to obtain practicality data was a student response questionnaire. The learning device is said to be valid if the percentage of the average validator's assessment is more than 70% and can be tested. The subjects of the small group trial were students of class VIII SMP / MTs, which consisted of 6 students. Finally, the dissemination stage is the stage of using tools that have been developed on a wider scale. This stage is carried out in the seminar on the results and preparation of articles for publication in journals.

Based on the results of data analysis, the validation results obtained an overall average of RPP 86.85% categorized as very valid, LKPD 84.95% is categorized as quite valid and 80.78% of the mathematical problem solving ability test questions are categorized as good. The results of the questionnaire responses of 6 students obtained an average percentage value of 94.21% with the very practical category.
Based on the results of the validity and practicality, it can be concluded that the mathematical learning tools based on the problem-based learning model to facilitate mathematical problem solving abilities in the SPLDV material are valid and practical.
