This research departs from the phenomena and problems of cultural
development in Riau Province at this time, namely the role of the community in
realizing Riau as a center of Malay culture that has not been optimal, the
application of Islamic Malay values has not been institutionalized because
religious education has not been translated into a curriculum that includes
elements of Malay culture learning, not all regions have the facilities and
infrastructure to support the development of Malay culture, the preservation of
cultural and historical heritage is not optimal, the disappearance and waning of
the character of Malay culture as identity, the role of cultural actors in preserving
culture is not optimal, culture is not optimal because of limited understanding,
appreciation, and commitment. The purpose of this study is to explain and
understand the Malay Culture Development Strategy and the factors that influence
the Malay Culture in Riau Province.
This study uses a qualitative method with a qualitative descriptive
approach where the aim is to describe and describe a situation (object) and in it
there are descriptive efforts, recording and analysis, namely the strategy of
developing Malay culture in Riau Province. Primary data were obtained directly
from informants in the form of interviews and written notes. Secondary data is
obtained from documents, RPJMD, RKPD, Renstra, Laws, Permen, Perda,
archival records and so on.The results of this study indicate that the strategy for
developing Malay Culture in Riau Province has not been successful. The Process
of Making Malay Culture Development Policies in Riau Province is the stage of
agenda setting, policy formulation, policy adoption, policy implementation and
policy evaluation. The strategy for developing Malay culture in Riau Province is
an inventory of Malay cultural arts in Riau Province, study and documentation of
Malay cultural arts in Riau Province, registration of Malay cultural art works in
Riau Province.The factors that influence the development of Malay culture in Riau
Province are social, environmental culture, weak economy, advanced
technological development, lack of character building for the next generation of
the nation, lack of increasing national cultural resilience, weak internalization of
Malay cultural values, no increased adaptation to face, change , cross-cultural
communication conflicts, the influence of Malay culture in international relations,
the lack of standardization and certification of resources, human (human) culture
according to the needs and demands, the low level of capacity building for
governance, cultural institutions and cultural institutions.
