Kebijakan Korea Utara Terhadap Korea Selatan Pasca Bergabungnya Korea Selatan Dalam Proliferation Security Initiative (Psi) 2009-2017
Rising tension in the Korean Peninsula has driven North Korea to become
more reactive and provocative towards South Korea, in particular after South
Korea in 2009 joined the Proliferation Security Initiative (PSI), in anticipation of
North Korea's nuclear and missile threats. This research aims to explain the
reasons why North Korea has taken such reactive and provocative policies in
response to the South’s participation in PSI.
As the basis of analysis, the writer adopts the Regionalist perspective on
regional security complex theory by Barry Buzan and Ole Weaver. Whereas
methodologically, it applies descriptive analysis approach to unveil the nature of
the phenomena, analyze them based on the secondary data collected through
library research and present them in narrative form with the technique of
qualitative data analysis.
The research shows that several actions such as withdrawing from six
party talks, actively conducting nuclear and missile tests, unilaterally closing the
Kaesong Industrial Complex in 2013 and increasing the country's military
spending are relevant evidences of North Korea’s reactive and provocative
policies towards South Korea after the entrance of South into the PSI. For North
Korea, PSI has destabilized and obstructed balance of power in the region.
Therefore the alliance of countries in PSI and their activities in the Korean
Peninsula are seen by the North as a threat towards its national security.
Regional imbalance of power and the dominance of enmity pattern as the
essential structure and character of Korean Peninsula regional security complex
plus its high security interdependence are the main triggers for North Korea to
take provocative and reactive actions towards its rival in the South.
