The General Election Commission As election administrators must conduct socialization to increase voters' understanding of the importance of elections. Political socialization is very important to be carried out, one of the targets of this socialization is Beginner Voters. The importance of providing socialization to new voters is so that novice voters get and know the information they get is correct and from the right source. Beginner voters need to know and understand various things related to elections because they do not have experience voting in elections. For example, what is the election held for, what are the stages of the election, who is allowed to participate in the election, how to use their voting rights in elections, and how the frauds that can arise from the implementation of elections can damage the quality of democracy which is understood with quality. democracy. This simultaneous general election was also held in Indragiri Hulu Regency, Riau Province. The Indragiri Hulu Regional General Election Commission has the obligation to disseminate information related to the holding of the General Election to the public, especially to first-time voters who are participating in the General Election process for the first time. The 2019 elections are held simultaneously in the Executive and Legislative Elections, it is important to research related to Socialization by the General Election Commission (Study of Beginner Voters in the 2019 Concurrent General Election in Indragiri Hulu Regency). This study aims to explain and analyze the implementation of the socialization of early voters by the General Election Commission of Indragiri Hulu Regency as the Election Organizer and to explain the obstacles in the implementation of the socialization of early voters by the General Election Commission of Indragiri Regency. The research method used is a qualitative method. This study uses the theory of political socialization by Michael Rush and Phillip Althoff. Data collection techniques were carried out through interviews and documents. The determination of informants was done through purposive method, as many as 25 (twenty five) informants. Management of research data using data analysis techniques Miles and Hubberman. and data validity checking techniques or data validation using validation techniques by utilizing the type of triangulation.

The results showed that the Indragiri Hulu Regional General Election Commission collaborated in several ways, namely Non-Governmental Organizations (NGOs), National and Political Unity (Kesbangpol), both formal educational institutions such as schools and higher education. However, the socialization activities carried out by agents were not optimal because this socialization was carried out at the time of the simultaneous general election in 2019. beginners who feel confused because there are too many to be chosen properly, namely the election of the President and Vice President, members of the Central, Provincial and Regency / City DPRDs, members of the Regional Representative Council (DPD). The Regional General Election Commission uses a good socialization pattern face-to-face. This face-to-face pattern is carried out by holding several discussions, seminars and workshops. The Regional General Election Commission provides motivation in the form of invitations, appeals and provides awareness as a community. However, this motivation is not attractive so that there are still some novice voters who are not too enthusiastic about exercising their voting rights in the general elections simultaneously in 2019. Thus, the socialization carried out by the Indragiri Hulu Regional General Election Commission has not been maximized. Some of the obstacles found in this study were the lack of understanding from first-time voters and the limitations of the implementers in the Indragiri Hulu Regional General Election Commission. With these obstacles, it will affect the participation rate of first-time voters in Indragiri Hulu Regency
