In simple terms, based on Article 1 paragraph (1) and (2) Law Number 25
of 2009 concerning Public Services, it is said that public service is an activity or
series of activities in order to fulfill service needs in accordance with the
regulations for every citizen and resident. on goods, and / or administrative
services provided by public administrators, while public administrators are state
administering institutions, corporations, which are formed under the law for
public service activities, and other legal entities established solely for public
service activities.
In practice, many people experience or feel irregularities in the delivery of
public services, for this reason Law No. 25 of 2009 concerning public services is
realized and affirms the existence of the Ombudsman as an external supervisor of
the public service bureaucracy. With the existence of the Ombudsman of the
Republic of Indonesia Representative of Riau Province, it is hoped that it can help
the community in voicing public complaints, especially the people of Riau
Province against public service providers, which as is known there are still a lot
of maladministration in the implementation of public services, therefore it must
create coordination and cooperation both between the Ombudsman and State
institutions or other government agencies as well as cooperation with the
community. This research is directed to determine the coordination carried out by
the Riau Ombudsman Representative in overseeing public services in Riau
Province.
The purpose of this study was to analyze the coordination of the
Ombudsman with public service providers as well as the inhibiting factors for the
Ombudsman Representatives of Riau Province in supervising public services in
Riau Province. This research uses a qualitative descriptive research method
approach. Types of data are primary data and secondary data. The results of this
study indicate that the presence of representatives of the Ombudsman Institute of
the Republic of Indonesia in Pekanbaru City on October 30, 2012 is expected to
be able to provide solutions to improve governance in Pekanbaru City. Which is a
representative institution located in Pekanbaru City as a public institution that
can provide access to the public in overseeing the performance of public services
and can fight for community aspirations related to community issues with local
government as public service providers.
It can be seen that the Ombudsman of the Republic of Indonesia
Representative of Riau coordinates in overseeing public services in the province
of Riau, in this case the Ombudsman representative of Riau coordinates
with:Kepala Daerah
1. local government agencies
2. BUMN (State Owned Enterprises)

3. BUMD (Regional Owned Legal Entity)
4. BHMN (State Owned Legal Entity)
5. As well as the Community
To create good Public Services and not harm the community, there must be a
public service provider who supervises the duties of the ombudsman of the
Republic of Indonesia, one of which is to supervise public services and to be able
to work well in supervising public services, good coordination is also needed from
each pillar. both from the ombudsman, public service providers and the
community. So the results obtained in the field are the Chairperson of the
Ombudsman Representative of Riau said that the Ombudsman of the Republic of
Indonesia representatives of Riau has been carrying out its duties as a state
institution that oversees public services in Riau which carries out one of its duties,
namely coordinating with state institutions or government agencies. carry out
coordination and harmonious cooperation with state institutions and agencies
both higher and lower. Good communication is very important in carrying out a
collaboration, so in this case it shows that in coordinating the Riau
Representative Ombudsman has tried to maintain good communication and
cooperation with public service providers in order to oversee public services in
Riau Province, but in implementing the Ombudsman's main duties itself, there are
still several factors that can influence the implementation of the Ombudsman's
duties and functions, such as limited human resources, and limited budget and
time funds.
Where the supervision of public services is carried out by the Riau
Representative Ombudsman by coordinating and collaborating in order to
facilitate the ombudsman's own performance in matters relating to collaborative
efforts to create good public services, socializing the existence of the ombudsman
and efforts to resolve reports / complaints such as receiving reports , conduct
administrative and substantive examinations, clarify, conduct investigations.
