Implementasi Program Bantuan Pangan Non Tunai (Studi Kasus Di Kelurahan Tanjung Gading Kecamatan Pasir Penyu Kabupaten Indragiri Hulu

Based on the 1945 Constitution Article 34 paragraph 1 states that "The poor and neglected children are cared for by the state" and in Article 34 paragraph 2 of the 1945 Constitution it is also explained that "The state develops a social security system for all the people and empowers weak communities. and incapable of conforming to human dignity ”. To implement article 34 paragraph 2 of the 1945 Constitution, many efforts have been made by the government to break the chain of poverty by issuing social programs, one of which is Non-Cash Food Assistance (BPNT). This program is stipulated in the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 20 of 2019 concerning Distribution of Non-Cash Food Aid. Based on the Letter of the Director General for the Management of the Poor Region I of the Ministry of Social Affairs, carried out the expansion of BPNT Phase I June 2019 to as many as 53 districts in Region I Sumatra and West Java. Riau Province which has been designated as the implementer of BPNT Phase I 2019 includes Indragiri Hulu Regency. In Indragiri Hulu Regency, there are still many poor people, especially in Tanjung Gading Village. Based on some of the above, it is important to research the implementation of the Non-Cash Food Assistance Program (Case Study in Tanjung Gading Village, Pasir Penyu District, Indragiri Hulu Regency. This study aims to determine the implementation of the Non-Cash Food Assistance program in Tanjung Gading Village and to identify obstacles. in implementing this program.
The research method used is a qualitative method. This study uses Donald S. Van Meter and Carl E. Van Horn Implementation theory as the basic concept. Data collection techniques are carried out through in-depth interviews, observations and documents. The determination of informants was done through purposive method, as many as 11 (eleven) informants. Management of research data using data analysis techniques Miles and Hubberman. and data validity checking techniques or data validation using validation techniques by utilizing the type of source triangulation.
The results showed that the target of Non-Cash Food Assistance is the poor or the poor, however there are still some people who are classified as poor who have not received this program. This distribution process has been going well, starting

from the socialization, KPM data collection to distribution. Human Resources are still small so that they affect data collection in the field, Budget Resources have been determined by the Central Government, Facility Resources are still minimal related to networks and payment instruments. The characteristics of the implementers are good, but some implementers are still unfriendly. The implementers' disposition in the field was still found not to understand the guidelines for implementing this program. Communication has been carried out from the district, sub-district and sub-district levels in the form of coordination and outreach, but there are still some KPM who do not understand this program. Obstacles in the implementation of this program are influenced by several variables, namely the lack of community response and the lack of facilities and infrastructure.
