Pelaksanaan Dana Kelurahan Di Kelurahan Sekar Mawar Kecamatan Pasir Penyu Kabupaten Indragiri Hulu
Regional Autonomy reflects the implementation of democracy that encourages active community participation in the implementation of regional development as well as efforts to distribute social welfare based on the development of regional potential. Furthermore, Law Number 23 of 2014 concerning Regional Government provides authority through the principle of decentralization. Village / Kelurahan in law number 23 of 2014 is placed as a legal community unit that has the right to regulate and has the authority to manage the interests of the local community based on their origins and local customs. Kelurahan funds are regulated in the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 130 of 2018 concerning Activities for Building Village Facilities and Infrastructure and Community Empowerment in Kelurahan and Regulation of the Regent of Indragiri Hulu Number 24 of 2019 concerning Guidelines for Implementing Urban Village Facilities and Infrastructure Development Activities and Community Empowerment in Kelurahan. The use of village funds in the kelurahan of Sekar Mawar for community empowerment is only allocated around 20%. Thus, it is important to research the implementation of Village Funds in Sekar Mawar Village, Pasir Penyu District, Indragiri Hulu Regency. This study aims to explain and analyze the implementation of Kelurahan funds in the field of community empowerment in Sekar Mawar Village, Pasir Penyu District, Indragiri Hulu Regency and to explain the obstacles in its implementation..
The research method used is descriptive qualitative method. This study uses the theory of G. Terry's Management. Data collection techniques are carried out through interviews, observation and documents. The determination of informants was done through purposive method, as many as 11 (eleven) informants. Implementation of research data using data analysis techniques Bogdan in Sugiyono.
The results showed that the implementation of the Sekar Mawar Village Fund towards community empowerment was still not optimal. In 2019, the Sekar Mawar village focused more on urban village funds for facilities and infrastructure, this was due to a lack of preparation and planning carried out by the Village. This lack of preparation is also caused by the disbursement of village funds originating from the APBD and Additional DAU must be realized

immediately, so that the Kelurahan prioritizes aspects of facilities and infrastructure because it is easier to realize them. In 2020, this musrenbangkel activity can be carried out so that input from all parties can be accommodated, but due to the Covid 19 outbreak, the implementation of empowerment activities or programs cannot be maximized. The absence of a Regent Regulation that discusses the amount of allocation for the use of kelurahan funds does not yet exist so that the kelurahan does not have clear guidelines. The obstacle in implementing the kelurahan funds is the lack of communication by the local government with the kelurahan, in this case socializing the use of kelurahan funds. The lack of direction and information provided means that the kelurahan does not understand and need guidance from the Regional Government starting from planning, implementation to reporting. In addition, the lack of community response also affects the implementation of village funds, both in planning (musrenbangkel) to participating in community empowerment activities or programs carried out in Sekar Mawar Village, Pasir Penyu District, Indragiri Hulu Regency..
