Posisi Politik Badan Permusyawaratan Desa (BPD) Dalam Mewujudkan Tata Kelola Desa Yang Baik (Studi Di Desa Gumanti Kecamatan Peranap Kabupaten Indragiri Hulu Tahun 2016-2019)
This research is motivated by the Political Position of the BPD in an effort to
realize good village governance. Where BPD is expected to be a good partner with
the village government in carrying out the implementation of village governance in
Gumanti Village, Peranap District, Indragiri Hulu Regency. The problem that arises
is when the BPD does not yet have a decisive political position for a good village
government journey, this is because often the BPD is only a stamp for the village
government in proposing or discussing a draft village regulation, especially
regarding village regulations regarding the Village Revenue and Expenditure
Budget. Whereas BPD has the power to make Village Regulations side with the
community who BPD to be realized in the Village Reglation.
The research approach used is a qualitative approach. While the type of
research use is descriptive. The data was collected by the author using interview and
documentation technique. The data used are primary data obtained from research
informants and further supported by secondary data obtained fro, various
governmnent agencies related to this research.
The results of this tudy indicate that the political position of the Gumanti
Village BPD has attempted to determine its position as the village parliament by
carrying out all the duties and functions that have become its responsibility and
mandated. This can be seen from all the ef0.orts carried out starting from absorbing
people’s aspirations with participation, legal certainty that is carried out,
transparency in carrying ouit duties, responsibilities, consensu-oriented, effective
and efficient, and having a strategic vision. In its implementation, BPD’s political
position is influenced by several things such as inadequate human resources,
inadequate support for infrastructure, minimal finance, less than optimal
participation, and lack of access to available information.
