Manajemen Penyelesaian Konflik Batas Desa Antara Desa Buluh Manis Dengan Kelurahan Pematang Pudu Kabupaten Bengkalis Tahun 2012-2020.
This study aims to determine and analyze the form of village boundary
conflicts between Buluh Manis Village and Pematang Pudu Village, Bengkalis
Regency and efforts to resolve village boundary disputes. The blur and unclear
boundaries between Buluh Manis Village and Pematang Pudu Village can
certainly have a wider negative impact than just the potential for conflict, because
of the strategic and economic potential of a part of the region, the local
government should be a facilitator in resolving the conflict so that the conflict will
not be sustainable . This study used a qualitative approach that emphasized data
objectivity and interpreted data based on the objective conditions of the data. To
assist data discovery, the authors use conflict theory which focuses on the study of
conflict resolution management.
The results of this study indicate that the form of village boundary conflict
between Buluh Manis Village and Pematang Pudu Village, Bengkalis Regency, is
an institutional conflict involving two government organs at the lowest level,
namely the Buluh Manis Village Government and Pematang Pudu Village. This
institutional conflict occurs due to unclear regulatory structures and nonfunctioning
regulatory structures and is influenced by other factors such as
interests, values, human relations, and data conflicts (maps and village
boundaries). Meanwhile, seen from the management aspect of the village
boundary dispute settlement between Buluh Manis Village and Pematang Pudu
Village, Bengkalis Regency, in terms of two aspects, namely the factors that lead
to the settlement of village boundaries and the efforts that have been made to
resolve the village boundary dispute. From the results of the research and
discussion above, the authors conclude that the main factor causing conflict is the
imperfect regulatory structure factor. Meanwhile, settlement efforts that have
been made are through the media process of the two disputing parties and
submitting proposals to improve the regulation of village expansion.
