Kolaborasi Pemerintah Daerah Dan Masyarakat Dalam Program Penyediaan Air Minum Dan Sanitasi Berbasis Masyarakat(Pamsimas) Di Desa Penampen Kabupaten Karo Tahun 2017-2018
The PAMSIMAS program in Karo Regency is a form of overcoming the clean water
crisis and maintaining clean behavior so as not to open defecation, where at this time the
Regency is in a crisis of clean water and sanitation, this program began in 2012 until 2020
with the number of villages receiving 56 villages in Karo Regency, one of which is Penampen
Village which received grant assistance from the APBN in 2017. The problem in this research
is the lack of PAMSIMAS program management in Penampen village, so the facilities that
have been built are not suitable for use, lack of socialization in the PAMSIMAS program ,
resulting in a lack of understanding for the community in the management of the PAMSIMAS
program in Penampen Village.
The purpose of this study is to explain the collaboration of local governments in the
Provision of Community-Based Drinking Water and Sanitation (PAMSIMAS) in Penampen
Village in 2017-2018 and the inhibiting factors that affect the collaboration of local
governments in the PAMSIMAS program. The research methodology uses a qualitative
approach with a descriptive type of research. This method aims to get a true picture explaining
the collaboration of local governments in the community-based drinking water and sanitation
(PAMSIMAS) program in Penampen village.
The results of this study are the collaboration of the local government in the communitybased
drinking water and sanitation program (PAMSIMAS) in the village of Penampen as an
effort to manage and maintain clean water in the village of Penampen has not run optimally.
Where in this study uses 5 stages of the collaborative governance model in this management,
namely, face to face dialogue, trust building, commitment to the process, shared
understanding, intermediate outcomes. the process has not been optimally running well, where
in the PAMSIMAS program in Penampen Village the commitment built in the management of
the PAMSIMAS program between the community and the Penampen village government has
not been maximized, while the inhibiting factors for the implementation of the PAMSIMAS
program are lack of coordination,
