Pemberdayaan Usaha Mikro Oleh Dinas Koperasi Dan UMKM Kota Pekanbaru Tahun 2018-2020

This research starts from the author's curiosity about the high growth of
micro enterprises and the amount of government attention to empowering micro,
small and medium enterprises.This research aims to determine and analyze the
implementation of the micro business empowerment policy by the Pekanbaru City
Cooperative and UMKM Office in 2018-2020. This research uses the theory of 4
Appropriate Policy Implementation, namely the Right Implementation of
Empowerment Policies, Right Implementation of Micro Business empowerment,
Right Target Performance of the Cooperative Office in Empowering Micro
Enterprises and to determine the obstacles that are in the Internal Policy
Environment and the External Environment on empowerment policies. Data
collection techniques are divided into two types of data and two sources, namely
primary data, namely observation and direct interviews with informants from 7
officials and employees of the Pekanbaru City Cooperative and UMKM Office
and 100 New Micro Business Actors and The Secondary Data found from data
collection through the Law -Related law, mass media, and Pekanbaru City
Regional Regulation Number 2 of 2018 concerning Empowerment of Micro, Small
and Medium Enterprises.
The results of this research are the Empowerment of Micro Businesses by
the Cooperative and UMKM Office of Pekanbaru City in 2018-2020, only
fulfilling 1 of 4 Exactly Effective Policy Implementation, namely the
implementation of Licensing Policy and Micro Business Empowerment Policy by
the Pekanbaru City Cooperative and MSME Service. Obstacles that occur in the
internal policy environment are the lack of coordination between fields at the
Pekanbaru City Cooperative and UMKM Office and a lack of coordination with
agencies related to licensing, as well as a lack of field guidance officers who only
number 3 people for 12 Districts. The obstacles that occur in the external
environment are the lack of community initiative to survive in entrepreneurship
and the lack of coordination and socialization in synergy with the Pekanbaru City
UMKM Cooperative Office.
