Pengaruh Supervisi Kepala Sekolah Dan Budaya Sekolah Terhadap Efektivitas Sekolah SDN Se Kecamatan Sungai Sembilan Kota Dumai
Principals as educational leaders in schools are required to carry out their functions professionally and optimize all available resources to achieve educational goals. The principal is responsible for regulating, managing, implementing and controlling educational activities developed in schools. The progress and decline of a school is in the hands of the principal, because the role of the principal greatly determines the development of the school, especially in mobilizing and empowering school components. The principal is a very dominant actor in a school system. The principal adheres to a management system in general, such as the principles of effectiveness and school culture. The principal is responsible for developing teacher abilities, and building harmonious, mutually supportive working relationships and creating a passionate work atmosphere, so that the creativity of subordinates can be stimulated and in turn will ensure continuous innovation.
Based on the author's observations, there are phenomena that indicate the low effectiveness of public elementary schools in Sungai Sembilan sub-district, Dumai city. Some of the phenomena experienced in public elementary schools in Sungai Sembilan sub-district, Dumai city, include: The achievement of the goals set by the school has not been understood by all school members which has resulted in teachers and school residents being less motivated to achieve goals so that school goals cannot be realized properly, low the creativity of the principal in preparing the school curriculum, the principal is lacking in updating and modifying in carrying out his duties and functions, so that school management has not been effective, the lack of development of school programs in an effort to shape the character of students so that changes in student behavior or attitudes are still far from expected, the level of discipline, loyalty and responsibility for work is still low, the potential empowerment in schools is not maximized, school principals are less sensitive to problems faced by teachers, monitoring and evaluation of teaching and learning are still lacking This results in a lack of innovation in the teaching and learning process, the involvement of parents/school committees and even the surrounding community who have not shown good cooperation in providing support or tutoring to students. The phenomena above show the weak organization of school resources. Therefore, good schools and the innovative attitude of principals are needed in the development of school programs in achieving school effectiveness.
Based on the problems raised in the background of the research and the results of initial observations at the research site, it can be identified problems related to the title of this research including: 1). Is there any effect of principal's supervision on the effectiveness of public elementary schools in Sungai Sembilan sub-district, Dumai city? 2). Is there any influence of school culture on the effectiveness of public elementary schools in Sungai Sembilan sub-district, Dumai

city? 3). Is there any influence of principal supervision and school culture on the effectiveness of public elementary schools in Sungai Sembilan sub-district, Dumai city?.
The main purpose of conducting this research activity is to determine the effect of principal supervision and school culture on the effectiveness of public elementary schools in Sungai Sembilan sub-district, Dumai city. This study used a survey method using a questionnaire as a data collection tool. This type of quantitative research with a population of 112 people. Sampling was done by proportional random sampling, so that a sample of 87 people was obtained. The data analysis technique was carried out in two stages, namely descriptive and interential statistics. Then the data obtained were analyzed by regression analysis, regression coefficient and coefficient of determination. The results showed that there was significant effect between the supervision of the principal on the effectiveness of the school by 40%. There is a significant influence between school culture on school effectiveness by 83%, and there is a joint influence between school effectiveness variables and school culture on school effectiveness by 83%. Thus, the influence of the principal's supervision variable and school culture on the effectiveness of the school is in the High interpretation.
