ABSTRACT
The Village Community Empowerment Program is a form of program as an effort to solve the problem of low public welfare which is the government's obligation. Special Allocation Fund is part of the Transfer to Regions allocated for the purpose of funding certain programs, activities, and/or policies that are national priorities and assisting the operationalization of public services, the use of which has been determined by the government. Desa Bermarwah Maju dan Sejahtera or abbreviated as Desa Bermasa, is a program based on the vision of the Bengkalis Regency Government to improve the welfare of village communities. This Bermasa Fund program is guided by Bengkalis Regent Regulation Number 74 of 2021 concerning Guidelines for the Management of Special Financial Assistance for the Bermasa Village Program to Village Governments in Bengkalis Regency.
This type of research is a juridical empirical , namely research obtained directly from the community or primary data research. This study aims to obtain a correlation between legal regulations and their implementation in the community by agencies.
Based on research results, the Implementation of the Regent's Regulation is not in accordance with the rules, obstacles were found in the depth of understanding of village officials regarding the details of regulations and the complexity of financial management, which has the potential to affect the quality of the substance of the program. Technological infrastructure and a lack of understanding and outreach from village officials are obstacles to the Bengkalis Regent Regulation Number 74 of 2021 program. Therefore, several efforts that can be made to overcome these obstacles are identifying the causes, improving mechanisms, and conducting ongoing evaluations.
