Implementasi Pasal 71 Ayat (6) Peraturan Daerah Kota Pekanbaru No 7 Tahun 2020 Tentang Rencana Tata Ruang Wilayah Kota Pekanbaru Tahun 2020-2040 Dalam Menanggulangi Bencana Banjir Di Kecamatan Tuah Madani
ABSTRACT
This study explores the implementation of Article 71 Paragraph (6) of
Pekanbaru City Regional Regulation Number 7 of 2020 concerning the Spatial Plan
(RTRW) of Pekanbaru City for the period 2020–2040, particularly in addressing
flood disasters in Tuah Madani District. The recurring flood issues in this area are
caused by several factors, including inadequate drainage systems, a lack of water
catchment areas, and violations of spatial planning regulations.
The research adopts a sociological approach, utilizing data collection
techniques such as observation, interviews, and questionnaires directed at relevant
stakeholders, including the Pekanbaru Public Works Office (PUPR), the Housing
and Settlement Office (Perkim), the Regional House of Representatives (DPRD),
and local residents. The findings indicate that while the policy implementation is
underway, it still faces significant challenges. The main obstacles include limited
budget, low public awareness, weak government oversight, and suboptimal
enforcement of sanctions against spatial planning violations.
Efforts made by the government to mitigate flooding in Tuah Madani District
include improving the drainage system, regulating building placement, and
conducting public outreach on the importance of environmental stewardship and
compliance with spatial planning regulations. Going forward, it is expected that the
Pekanbaru City Government will enforce policies more firmly and encourage
greater active participation from the community
