Implementasi Peraturan Daerah Kota Padang Nomor 3 Tahun 2014 Pasal 21 Huruf C Tentang Penataan Dan Pemberdayaan Pedagang Kaki Lima (Studi Kasus Di Pantai Taplau Kelurahan Purus, Kota Padang)
ABSTRACT
This study aims to analyze and describe the implementation of Article 21
letter c of Padang City Regional Regulation No. 3 of 2014 concerning the
Arrangement and Empowerment of Street Vendors (PKL) at Taplau Beach, Purus
Village, Padang City. The research is motivated by the rampant street vendors
who fail to maintain the cleanliness of the beach area, which contradicts their
obligation to preserve the beauty, order, security, cleanliness, and health of their
business environment. This study employs a qualitative method, with data
obtained from interviews and a literature review.
The findings indicate that the implementation of this Regional Regulation
has not been optimal. There is one main supporting factor: the existence of a clear
and valid legal basis provided by the Regulation itself. However, the research also
identified several significant inhibiting factors, including the street vendors'
limited understanding due to low education levels , the practice of illegal levies by
certain individuals , a lack of supervision from the government , and poor
coordination among related agencies, such as the Public Order Agency (Satpol
PP) and the Environmental Agency. The local government is considered to be not
strict enough in imposing sanctions. Therefore, the government's efforts should
focus on increasing supervision and applying more consistent and strict sanctions.
