Peran World Health Organization (WHO) Dalam Menangani Covid-19 Di Indonesia (2020-2021)
COVID-19 is a contagious virus with flu-symptoms and shortness of breath
that has spread throughout the world and has become a pandemic. This was
declared by the Director General of the World Health Organization (WHO),
Tedro Adhanom Gebreyesus as a Public Health Emergency of International
Concern (PHEIC). Indonesia got its first case in March 2020 which infected 2
people. COVID-19 cases in Indonesia are increasingly peaking entering the
second year of the pandemic on 2021 new positive cases of COVID-19 as of
July,15, 2021 reaching 56.757 cases. This makes Indonesia categorized as a
Community Transmission Country which is a country that cannot determine the
source of the chain of transmission by the number of reported cases is very large.
The World Health Organization (WHO) issued a recommendation and guidance
in dealing with COVID-19 cases, namely as “COVID-19 Strategic Preparedness
and Response Plan (SPRP) 2021”. This research will show how the role of WHO
guidelines in Indonesia in reducing new positive cases of COVID-19.
This study was analyzed using the theory of International Organizations,
then the theory of Roles and Concepts of Roles in International Organization as
an actor by Clive Archer. The concept of the Role of International Organizations
was to explain that WHO is one of the International Organizations that has a role
in handling world health cases in accordance with its constitution, “Attainment by
all people of the highest possible level of health”.The focus of this research was at
the concept as an actor which explain that international organizations are
complete actors capable of take action at the global level without external
interference, the ability of international organizations to act is measured based on
recommendations, resolutions and orders issued by their components which can
effect some of all members to comply. This study uses a descriptive-analytical
qualitative method which will explain the WHO guidelines for Indonesia and its
regulations based on a description of the data or samples collected as they are
which are then drawn conclusions. Data collection comes from secondary data
obtained from various sources, ranging from the WHO COVID-19 Strategic
Preparedness and Response Plan (SPRP) 2021 document, the book of
International Organization Third Edition by Clive Archer, journals such as the
Journal of International and Global Studies, Bulletin of the World Health
Organization, Journal of Thoracic Oncology, Colleges Online Journal and Widya
Sosiopolitika Scientific Journal, Articles from national and international websites
such as who.int, kemkes.go.id, covid19.go.id, bappenas.go.id, bps.go.id, and mass
media such as CNN Indonesia, VOA Indonesia, Republika, TribunNews, Liputan6,
Kompas, Kumparan and DetikNews.

The results of this study indicate that the WHO guidelines in the form of
COVID-19 SPRP 2021 as of August 31, 2021 are effective if carried out with a
socio-cultural approach, this is marked by changes in behavior through
indicators of increasing public health protocol compliance (90.7%) which makes
positive cases highly-decreased due to the PPKM Darurat Leveling that Indonesia
deployed, as a result of which cases decreased by 5,436 from 56.757 as of July
15, 2021, This decrease made Indonesia ranked 21st in new cases and ranked
13th for total cases, This is supported by Upaya 3T so that positive cases are
detected rapidly and immediate action is taken for speedy recovery in accordance
with WHO recommendations. The recovery rate is also high with the addition of
19,398 above Spain (26,641) and Malaysia (21,257) based on global indicators,
Indonesia is ranked 9th in the number of new cures. However, the new death rate
still makes Indonesia ranked 3rd globally, namely, 568 deaths, above Russia
(792) and Iran (669). However, this number has decreased a lot compared to July
2021 which caused 1,759 deaths due to the new variant of COVID-19, namely
Delta. Indonesia as a member country of WHO conducts international and
multilateral cooperation through the WHO Access to COVID-19 Tools (ACT) to
facilitate access to vaccines. In this case, vaccination for priority groups
continues to be accelerated with the aim of achieving herd-immunity. In addition
to the acceleration that continues to increase based on global indicators,
Indonesia is ranked 6th in the acceleration of the first dose and 7th for the second
dose with a total of 100 million vaccinations.
