Strategi Pemerintah Daerah Indragiri Hilir Dalam Meningkatkan Ekspor Produk Kelapa Ke Negara-Negara Asean Tahun 2010-2018

This research explains the strategy of the regional government in
increasing coconut oil exports in the period 2010 to 2018. We know that coconut
becomes a mainstay commodity called the tree of life that sustains the lives of
most people in Indragiri Hilir. But in its development this commodity experienced
many challenges in maintaining price stability, making it difficult for many
farmers to manage their economy. On the other side the world demand of
coconut oil or Coconut Crude Oil (CCO) was 2.18 million tons per year in 2014.
The market share of Indonesian coconut oil in international market was the
second largest after the Philippines.
Vegetable oil market fluctuations in international markets was influenced
by economic conditions of CCO consumer countries therefore influenced on oil
exports. The purpose of this study was to analyze how the government of Indragiri
Hilir in overcoming the problem of price fluctuations that occur in coconut
products das strategy taken includes regional policies to save coconut products
and the economy of the community in general and in international side to know
demand elasticity of Indonesian coconut oil in international market and it
competition with other producers. This study used secondary data, i.e annual data
of Indonesian coconut crude oil exports and other exporting countries in
international market from 2010 to 2018.
The market demand analysis approach using AIDS (Almost Ideal Demand
System) and competition with the analysis of competitive advantage of advantages
of coconut plants was used and SWOT analysis in looking at what are the
inhibiting and supporting factors for policies made by the Indragiri Hilir
government so that the policy becomes more efficient. Results showed that
Indonesian coconut oil commodities has a competitive advantage in international
market. Moreover, increasing demand for imports of coconut crude oil in
international market would be beneficial for Indonesia since it may increase
Indonesian market share. Development of coconut agribusiness is important in
increasing farmers income and urgent to increasing productivity and farmers
income.

Coconut has an important role on the economy of Indonesia as an
providing job opportunity, raw material of internal country industry, and direct
consumption most of coconut production not related to the processing industry,
downstream industry, as well as service institution. As the consequences, coconut
agribusiness fails to distribute addad value, and is not able to increase farmers
income Policies taken by the Indragiri Hilir government include: regional
regulations of coconut trading, warehouse receipt regional regulations, and local
regulations on BUMDES, which are the foundation of regulations to maintain
coconut price stability and at the same time protect farmers, manage
diversification of coconut derivative products, and improve the quality and quality
of Indragiri Hilir coconuts in order to have a high selling value in the
international market Especially the ASEAN market.
