Kelembagaan Lokal Masyarakat Suku Talang Mamak Dalam Pengelolaan Sumberdaya Hutan Di Taman Nasional Bukit Tiga Puluh
ABSTRACT
This study aims to determine the local institutions implemented by the Talang Mamak Tribe community, identify the application of sustainable local institutional principles in forest resource management, and analyze the role of local institutions to support forest resource management in Bukit Tiga Puluh National Park. Collecting data using observation methods, in-depth interviews, and literature studies. Sampling using snowball sampling method. Data analysis was carried out by qualitative descriptive analysis, and identification of sustainable local institutions based on sustainable institutional principles designed by Ostrom. The results showed that the local institutions of the Talang Mamak community included: a) in the social system: batandang, begawai, kemantan, and the rules in the household, b) in the management of forest resources: the prohibition of cutting down potential trees, the prohibition of cutting down the sialang tree, the prohibition of selling wood from the forest, and the prohibition of catching fish using stun and poison. The principles of sustainable institutions in managing forest resources by the Talang Mamak Tribe include: rule on the technology used, conformity to local conditions, collective institutional
arrangements, supervision, sanctions, conflict resolution mechanisms, recognition of management rights, and linkages with different higher institutional levels. The local institutions do not regulate the time for utilization, utilization area, number of resource units, users, and resource ownership. However, in general, local institutions of the Talang Mamak Tribe play a role in supporting the management of forest resources in the Bukit Tiga Puluh National Park, such as from social, ecological, and economic aspects.
