Komunikasi Kebijakan Manggala Agni Dalam Pengendalian Kebakaran Hutan Dan Lahan Pada Masa Pandemi Covid-19 Tahun 2020 Di Provinsi Riau
This study was prompted by the recurrence of forest and land fires in
vulnerable areas of Indonesia, one of which is in Riau Province. Last but not least,
the worst forest and land fires occurred in 2019, where the impact of smoke haze
caused by forest and land fires disrupted various activities, ranging from the
suspension of education to the inoperability of air and sea transportation due to
visibility covered by smoke haze.
Until the emergence of the Covid-19 virus in early 2020, when it
became a pandemic and social distancing policies were implemented, PSBB and
PPKM in Indonesia posed a threat to the emergence of a disaster duo in areas
prone to forest and land fires at vulnerable times. Manggala Agni used various
methods/methods to communicate forest and land fire control policies during the
2020 Covid-19 Pandemic in order to anticipate multiple disasters in areas prone to
forest and land fires.
The purpose of this study was to find out how Manggala Agni in Riau
Province communicated forest and land fire control policies during the 2020
Covid-19 Pandemic in Riau Province, the communication media used to
communicate barriers to Manggala Agni in communicating forest and land fire
control policies during the Pandemic. Covid-19 Year 2020 in Riau Province.
The descriptive qualitative research method is used in this study.
Interviews were conducted with informants, including the head of the Sumatran
Regional Ppikhl Regional Office, the Manggala Agni Riau Regional Coordinator,
and members of the community. Additional information was gathered through
observation and field documentation.
The findings of this study indicate that, in communicating forest and
land fire control policies during the 2020 Covid-19 Pandemic, Manggala Agni
Riau uses interpersonal communication channels or media, group communication
media, and social media to anticipate budget cuts that have an impact on the
communication media used, physical barriers, and technical barriers in the form of
an internet network. Manggala Agni, as a communicator, conveys messages in the
form of forest and land fire control policies using a combination of interpersonal
communication media, group communication media, and social media, with the
effect of communication on forest and land fire control policies can still be
implemented by innovating the use of new media, so forest fires and land can be
controlled during the 2020 Covid-19 Pandemic. A linear communication model is
used in this communication model.
