Diskominfo is one of the Dumai city government agencies that is committed to realizing electronic government within the Dumai City Government. The implementation of E-Attendance is also in line with Perwako No. 8 of 2021 concerning the provision of additional income for State Civil Apparatus (ASN) employees in the Dumai City Government. In accordance with the Perwako, the presence, lateness, and punctuality of ASN employees' return hours have an effect on the additional income earned. With the implementation of E-Attendance, of course, ASN employees must improve discipline in terms of timeliness. The purpose of this study was to find out how the communicator's strategy, message strategy, media strategy, audience strategy, response/effect of the communicant leader regarding the E-Absensi program in improving the discipline of the Dumai City Diskominfo office employee.
This study uses a qualitative descriptive method using a strategic communication model. The research subject is the Head of the Communication and Information Technology office, as well as office employees. The object in this study is the leadership communication strategy regarding Website-based E-Attendance in increasing employee discipline by using interview, observation, and research documentation data collection techniques. triangulation. Data analysis techniques are: data presentation, comparison, and drawing conclusions.
The results of this study indicate that the communicator selection strategy is based on a warrant and is based on the factors that communicators must possess, message strategies that have a message delivery style are grouped into two, namely informative messages in the form of appeals about switching attendance systems from manual to digital, and persuasive messages in the form of an invitation from the head of the department to be able to be adaptive in the application of this new system, then the media strategy has two media, first using online media in the form of websites and social media namely Instagram and Facebook, the audience selection strategy is the Dumai City Diskominfo office employee and other regional device organizations and responses The response given by the audience is a positive response, namely the appreciation by employees of the leadership which is considered very appropriate in conveying messages so that employees are able to accept and adapt.
